Paul A. Ramsaroop

Paul A. Ramsaroop serves as the Chief Operating Officer of The Juniper Initiative, where he oversees finance, investments, and the operational functions that drive the organization’s efficiency and impact. With more than 35 years of experience spanning business operations, IT, and federal contracting, Paul brings a wealth of expertise and a proven track record of success to his role.

Paul’s career has been defined by leadership in both corporate and entrepreneurial settings. He co-founded Etegra, an architect-engineer firm, where he built the Operations team, spearheaded strategic acquisitions, and guided the company to achieve rapid growth, including ranking #199 on the Inc. 5000 list in 2016. Prior to Etegra, Paul was a founding member of Evolvent Technologies, a healthcare systems integrator serving the Department of Defense and Veterans Affairs. As President & COO, he drove daily operations, program delivery, and client relations, helping the company achieve over $50M in annual revenues prior to its acquisition.

In addition to his entrepreneurial accomplishments, Paul spent over 15 years in IT roles at major corporations such as McDonnell-Douglas, Boeing, and Maryville Technologies. He also served as CTO for HealthCPR, a dotcom startup that pioneered the concept of a personal health bank. His diverse background in technology, operations, and business strategy makes him a vital asset to The Juniper Initiative.

Paul’s educational foundation and technical expertise support his leadership at Juniper. His ability to streamline processes, manage complex operations, and encourage collaboration ensures the organization’s operational excellence.  Beyond his professional responsibilities, Paul is committed to community engagement, having served as Director of Bridge the Lou, a St. Louis-based nonprofit focused on building stronger, healthier communities.
